Actually the human body can work as a grounding in some cases, like audio signaling. It removes some noise from the guitar or more if your appartment lacks grounding (in this case the guitar is more noisy if you don’t touch the strings). But don’t try it with mains power, where the circuit breaker needs it mainly.
There is an extremely slight chance that it is grounding where the rod is touching the metal railing. Not a good ground, but there may be a path to earth

Actually it varies quite heavily depending on many things that affect the electron content of the Earth right around you ( the ground rod that controls your neutral).
Poles are grounded at regular intervals with big-ass spikes or other methods so they (hopefully) remain relatively neutral and the voltage(potential) between the wires that supply the potential and the Earth stays the same. If the electron capacity of the ground around you changes, so does your voltage, because all we have to measure against is the Earth. Your distribution box is grounded locally (water pipe, ground rod, etc) so the voltage in the lines has something to work with, without using the ground rods out at the poles. All those electrons in the wires go back to the Earth after they get used.
To interject here, it works the other way around.. Actually we suck electrons out of the Earth and use them to power our crap. We create a net electron deficiency in wires and use that.
Static carrying clouds will pool electrons in the earth itself beneath them and change the potential of the neutral wire in your house which is grounded to Earth. This will change the voltage in your house because the ground has changed. This can cause things to brown out or just pop, depending on the particular piece of cheap crap you might be throwing out next.
This is an example of a rudimentary capacitor. Capacitance is measured in Farads, and this bucket is half full of them. I see a few henrys in there too. Anyway the bucket collects farads and henrys, and when it’s full, the operator can take the bucket out and dump ‘em on the ground. In this way the electrical difference in potential is neutralized and the device is in a safe condition. Side Note: the person carrying the bucket is called ” The Conductor”

Someone was obviously told to earth the generator, and realising they were stuck inside a factory they did the most logical thing they could think of, and brought a bucket of earth to the genny. No doubt they gave up on trying to supply earth via a wheelbarrow once they discovered it couldn’t readily go up the stairs..

“WHY NOT? It’s grounded, isn’t it?!”
“Well it IS ground, but… you know what, never mind, what kind of workmens comp do we have?”
