    This is a dredge barge used to deepen a channel so ships/ boats dont get stuck
    Mud is scooped up from the shallow river bottom and dispersed in the current

    I bet that when they are dredging it is hard work to keep the thing from moving and a skilled operator takes advantage of that movement to position the barge for the next shovel full.
