It looks like the platform was raised on it’s own and the guy accessed it through the lower balcony. Odd they are not using using a ground or roof building unit though.
How is this a kludge? This looks like a purpose-built lift.

That isn’t repair work at all; that is a goods delivery truck. It’s used very often in Europe and other countries with dense apartment buildings for delivering couches, tvs, desks and so on. They don’t often have elevators (and those that do are often VERY small; only for 1 to two people, like a phone booth in size) and the stairs are often small and winding. The stuff on the platform is going through that window for a delivery.

I’ve seen delivery and moving lifts in France…
They look less flimsy and go up to about six stories. But I’ve never seen anything nearly as high as in this photo.

If it’s attached, then the support is given by the ladder system. The attaching to the rail would just prevent wobble, not be structural support

Dispite the lack of saftey equipment, such as a safety harness, what gets ne is the AC condenser coils. They are HANGING FROM THE RAILINGS!!!!Somehow, I don’t think the railing are rated to hold that much weight over a long period of time. Units like that have brackets that mount into the external walls to hold them. I expect those units will be on the ground fairly soon, causing lots of propety damage and possibly death from the units ripping loose from the rails and tearing the copper line sets from the inside evaporator coils right out of the walls.
No, the AC coils are not hanging from the building. Look closely. There is a platform under the AC unit which is braced to the upper rail of the balcony.

And to think how uncomfortable I am at times working at the top of my 28 foot ladder! This guy must have huge ones to be able to work on that platform.

yes but it is legal, b/c if properly trained and insured it is safer than repeatetly hooking in and out every 3 feet

They are not even balconies at all. The doors appear to be strictly access points to the apartments. Notice that there is no depth to the ‘balconies’, its just the width of the railing.
