Maybe the other end of the string has calendar marks that line up to whatever its connected to rather than pull it all the way up and move the finger. Just pull the string an inch.

You know how the sun changes positions throughout the day? Well that changes the angle at which light comes through the window, thus changing what number the hand points to
sadly- a solar powered watch is more practical- but you can’t put a post-it appointment reminder on it very well. Now excuse me while I work on hooking the hand to my desk calendar Rolodex-
Would moving the finger up and down compensate for the change of the duration of the (light) day through out the year? This is probably different depending on where you are on the globe but round where I live(45 degrees northern latitude) the duration between sunrise and sunset varies from about 9 hours to 14 hours throughout the year. It seams to me that moving the hand would only modify the point of origin of the line and do nothing to the slope.
For those that haven’t figured this out: The finger moves on a weekly basis to adjust for the days getting longer/shorter, the shadows of the numbers move with the sun. Guestimate what time it is by where the finger is pointing ;P
For those of you looking for accuracy…DON’T USE A SUNDIAL! Sheesh, it’s funny and clever, not atomic…though it would be cool to see one done with words rather than numbers. Kind of like the LED word clock.
I see the afternoon as going something like this; lunch, siesta, snack, look busy, afternoon coffee, bathroom break, not-quite-almost-time-to-leave, almost-time-to-leave, go home!

The hand doesn’t move. It gets adjusted on a weekly basis.
The yellow thing is a post it note that says “pm (obviously) EST (obv obv)”
