I would say, that the licence plate is from Hlohovec, Slovakia. By the Slovak insurance registry the plate was insured from 2002-01-01 to 2003-02-06 with vehicle “VAZ”, which looks like the one on the picture.
Even Slovakia has better roads than the Midwest.
I just don’t get how it got in there. Is it on its knees on the back seat? Or are the legs just that short?

This might be a Norwegian plate. They are the only country I’ve found so far that uses this format and has the HC city code. Although it turns out, depending on the country, that might not even be a city code.
Steve, it’s definitely Slovakia, just as Trupik said before… I highly doubt you’ll find any old Russian VAZ in Norway with a gipsy behind the wheel and a horse in the back

definitely slovakia, I live here and the license plate is slovak, city Hlohovec (HC). Car is Lada 2105, had one of those. Picture seems to be taken on the D1 highway that runs near Hlohovec and has an exit to it.

On the way to college my freshman year I passed a Buick with 3 very obese people in the front seat, a small horse in the back, and a poor terrified dog in a dog carrier wedged in the trunk that was strapped down.
