Nice, but not a kludge.
Maybe it is, if the plants are what’s holding the stairs up? Mostly I suspect that someone is just trying to shame their neighbors into trimming their hedge to better match the other yards around it.

Day 450. Since the Na’vi uprising forced me out of the McDonalds, I have been seeking new shelter. Perhaps this strange portal will lead me into a new, zombie-free world, where I will find people to talk to, before my mind goes completely.
That, or the zombies got here first with a hedge trimmer.

I’m not much of a landscaper myself, but I can appreciate how the hedge isn’t lined up straight with the sidewalk in the way you might expect, instead steering you to the right like the half-dozen or so steps behind it. Got to be magic behind a topiary doorway like that.
Nice house. Too bad it’s only about a foot form it’s neighbor.

Some hedge-trimming later and you actually have a thing of beauty. Not a kludge by any means, but you can’t call it ugly, either.
I like that it leans to the right. That will come in handy on those nights you stumble in from the bar.
Probably how it got that way in the first place.

This is a cool bit of topiary. Sure it’s not perfectly square, but that might be intended. Or it may not be fully finished. Plants need time to establish and it’s not a good idea to trim it at the wrong time of year.
So yeah, this is the first time I’ve said this…not remotely in any way a kludge.

The Accuracy & Distance test at the Paperboy Proving Grounds. Sadly, although his aim was good, this kid came up short of the target hoop and missed the stairs by a good six feet. Oh, well, there’s always next season…

Your theory would explain why the newspaper fell so short of the stairs. So it is either a painting or the person trimming the hedges should have had a V8 before starting.

So what do you do? If you trim your hedge trees strait up. You’ll end up with just a part of the stairway and a blank wall showing. That is not acceptable.
There was no other available solutions folks!! After countless, sleepless nights it was decided in committee to go for the slant cut.
