I love how they originally jerry rigged a padlock after the original lock stopped working. Then after that failed, it looks like they said, “screw it, let’s just use some rope and poor knot tying skills.”

This looks like the aftermath of an auto accident, what with all the debris and the tire in the background. I know that stuff appears to have been there for some time, so it probably /isn’t/ from a wreck. Also no scratches on the box. But I’m trying to give the utility company the benefit of the doubt here and call it a temp fix until the repair guy gets there!
One look and you’ll shed tears.
