Why not? This is NOT rust damage, they cut and drooped the frame-rails and the body past the axle on purpose to form the loading ramp.

That way they only have to put 6′ – 8′ long loading ramps to climb 18″ or so, rather than a 16′ long double ramp to climb the full 3 feet. Ramps that big and strong enough for a tractor get really heavy and/or really rickety. And you have to be on the tractor to drive it.
