I know what this is….and I think I used to work there…..Have filing cabinets full of patient records for an Optometrist in a “Marshall Fields” location, they FDA comes out with the patient information protection act which says that patient files need to be locked up after hours. Not having the money to buy new cabinets, they rigged up this loveliness……….

After 30 years with the U.S. Federal govt. this looks normal to me. The color combination is typical. The locking system probably dictated from above. Like someone said, “…to keep honest people honest…”
