A valve would have a larger housing; they commonly also seem to have the seat angled at 45 deg. against the direction of the flow.

The fact the whole clamp is rusty, rather than just the bit below the pipe makes me think someone bodged this using an old rusty clamp and just forced it onto the leak, with some of that red stuff to pad out the gap.

You can tell it’s a cold water pipe, it’s turning black, the scary part is that the T is also turning black, that takes 20 years.
