I don’t know K, as badly rusted as that clamp is, I’d say it’s been there a while and the leak probably isn’t fixed.
Maybe they just got distracted?
it looks like they used a “T” part to connect the pipes. Then, lacking anything to connect to the third open end, they “clamped” it tight. As the (likely iron) clamp is
directly touching the copper, it rusts much faster than it would otherwise – they should have put another piece of rubber between the “T” and the clamp.
I was wondering if it were a valve, and the twisty part started leaking, so they remove it, capped it with the clamp and seal, then discovered there weren’t any valves in stock?
No, it’s definitely a T joint. 22-15-22, as determined by my trusty Mk.1 Eyeball. A valve would have a larger housing; they commonly also seem to have the seat angled at 45 deg. against the direction of the flow.

Thats an old copper pipe, so theres no cement to set. As rusted as that clamp is, its been there for awhile, and its still leaking. That could possibly be the worst way to cap off a T….

You’re worried about the pipe? I’m worried about that wire. It probably has an electric current. I’m not holding the ladder for the next joker who decides to ratchet that clamp around on that pipe with a hot wire nearby.

This kind of thing was called a “semi-permanent” fix at one of my previous jobs.
We don’t use the word “permanent” anymore. We go for “indefinite” now.

The red-ish stuff looks like Play Doh to me. What, no Mighty Mendit? No five-minute epoxy? No self-respecting DIYer would be caught without at least one of those items. If Billy Mays were alive, he’d be sobbing right now.

yea galvanic corrosion caused the clamp to rust. that clamp cost alot more than fixing it right. You can tell it’s a cold water pipe, it’s turning black, the scary part is that the T is also turning black, that takes 20 years.
Something’s wrong with that clamp… OK so the differing metals might cause corrosion to happen quickly, but they’d still need immersing in water.
The fact the whole clamp is rusty, rather than just the bit below the pipe makes me think someone bodged this using an old rusty clamp and just forced it onto the leak, with some of that red stuff to pad out the gap.
