They sell locking gas caps. They’re probably cheaper and easier to install and the hardware store he went to to get the chain and lock probably sells them.
It’s all for show – the hasp is held on by a magnet (OK, not really, but it’s not like any potential thief is really going to investigate).
I did notice that there were no scratch marks from the dangling chain. Must be a new install. Just there to keep an honest man honest.

My theory is it’s a diesel but the owner’s partner accidentally filled up with petrol one time too many.
Big chain, big padlock. All attached to tin foil and Bondo.
If it were real, there would be scuff marks where the chain hits the paint.

HellHath..: Somehow I doubt the fix pictured here would slow down anyone as determined as your neighbor.
So… wouldn’t he just drill a hole in this one, too? I fail to see how it will stop your meth fiend neighbor.
The loop on the hinge that the lock goes through (sorry, I don’t know the technical term for it) would be pretty easy to cut with a Dremel, so even this wouldn’t work for thwarting HellHathNoFury’s meth head neighbour. Hopefully one day the sparks created by his Dremel will ignite fuel fumes (or he’ll blow up himself with his “lab”) and fix two problems at one time.
I don’t see the purpose of the chain. Is it attached to the padlock to prevent loosing it.. so it can dangle while he fills up?
odd way to prevent fuel theft… if that is the purpose…. or maybe he is protecting the fuel door from theft.
food for thought: ok worst case scenario, you’re a few hundred kms out in the middle of the desert with no mobile phone at all, your tank runs out of fuel but you have a 10 litre bottle of fuel in the back seat, problem is you left the ONLY key you had to the padlock which is back in your hotel room. what do you do?
They have a thing for that these days. It’s called… a garage.
Meanwhile, you can non-destructively open that padlock with an aluminum can and a pair of scissors.

Why invest $25 in a nearly pick-proof American padlock and attach it to a 25-cent chain …with an accessible screw?
That chain is just holds up the lock when you take it off to fill up smart guy.

Yeah, there’s such a big risk of forgetting the key, since he can’t keep it on the same ring as his (other) car keys or anything.
