Things like this, in these uncertain times, should be seen as opportunities. How much would a plumber charge to do a “Basic, decent job” fixing this? I’m sure a company would have fixed rates but an independent one could probably make it look nice at a sane price even charging enough to make it worth his while.

Have you not? In our former flat the boiler room looked like Mad-Max-meets-The Timemachine (by H.-G.-Wells), right in the middle of neat and fastidious southern Germany. We needed to switch off the water to replace a broken faucet, but we could not get to the tap, it was so cluttered with tubes and hoses and duct tape and power cords… We put in a new faucet with me holding a bucket and my husband working with rubber gloves in a jet of 60 °C hot water.

I believe the reason the copper takes so many shapes is because its likely refrigeration tubing. If that thing were to blow, like Stephen suggest, it would probably pack the punch of about 3 sticks of dynamite. If that is a multi family… someone needs to go to jail.
