I encountered a switch like this in a SHOWER in Costa Rica. It controlled the inline water heater. Because the heater would rapidly burn out if the water was not flowing, you had to turn on the water first, stand in the running shower, and then throw the switch.
I’m wondering where this photo was taken (see one comment above saying Germany, which is 90% probability right), but I mean whether former FRG or GDR??? Nebenbei .. das ist ein Hartz 4 WIN!! … natuerlich einer aus Rossau!!
If you look closely at the two blades that are open, you can see burn marks near the contact points — probably from the arc thrown when you open the switch.
On the plus side, if you look carefully at the bottom terminals, you can also see that this lovely device has been disconnected.

Though, I doubt there is very much current here – that is some pretty small gauge wire.
