I noticed this too. You really can’t make something like this stoop hollow without putting a lot of effort into it, and an inch of concrete is not strong enough for this purpose.

I’m impressed that they at least used the SAME material. So many times you see amature “fixers” go for something of a completely different product then what is being fixed… you hate to see that rookie move.
