This is a swivel kitchen faucet, that normally would have a pull out shower head like sprayer, that is missing, most likely this is a bank repo-d house, where the previous evicted owner has made a few attempts to sabotage the house, and these parts are very hard to find for designer faucets. Looks funny though!
