I agree with you both. I’ve seen this regularly in Central America. The workers don’t want to die, and have a lot of helpers.
This is a potentially scary situation, but I see no kludge.

Yeah, ReaderX is right. I spent a month in Ecuador and you see things like this all the time. It’s scary for us First Worlders–and it’s okay to say that, the Ecuadorians themselves (my father included) describe their country as ‘Third World’–but for those of us who haven’t been born in places with strict regulations, this is commonplace.
I’m sure their wives’/sisters’/daughters’/mothers’ hearts are in their mouths, though…a cracked skull, whether you drop from the second floor or the second step, is not a joke.
