Looks like the spring broke or strut collapsed, tire stuffed into the fender & subframe on the pavement.
This fix would /just/ be to get the car out of the street without wrecking the tire and subframe, and save a big Official Police Garage tow bill to clear the road. Note it’s near the curb *now*.
I suppose if the wheel were unable to turn, and the force is coming from the rear wheels or someone pushing it, it might work… until the board breaks.

look at the slightly crumpled fender (seam where door meets fender) and how badly the wheel is smooshed up into the fender – in other words, the wheel won’t turn
Note the lack of stub axle nut in the center of the hub: I think the guy had the hub come right off and lost the wheel. The wheel is just sitting on the skateboard, it’s not attached to the car by anything. Spoof picture. That’s why the 800ish pounds of that corner of the car isn’t bending the skateboard (or breaking it).

so what happens when you need to turn a corner, Mr. Skateboard Wheel?
It is attached to the axle, look at the disc, it is at the same angle. The skateboard is breaking look at the back right side, part of the wood is breaking. This is front wheel drive. This is something that might get you a few hundred feet. If you pushed it. They probably broke a spring after their cheap ass took a torch to the them to lower it.

It is attached to the hub, but not necessarily to the axle/half-shaft or to the suspension. The wheel lugs bolt the wheel to the hub/steering knuckle assembly, with the rotor sandwiched in between. Nothing suggests that the hub is actually attached to anything else on the car.

On all the cars I’ve worked on (about a dozen, mostly Japanese, both FWD and RWD), you wouldn’t be able to see the axle nut from the angle that this picture was taken from, especially with the deep rim around the center of the wheel. I’m not saying you’re wrong though.

Normally, if the skate board leans over to the left like that, it would turn left if moving!
I hate to burst all your bubbles, but when I was a kid, my father had a unit that was designed to do exactly that – big heavy monster that you rolled your car’s flat tire onto and you could then drive with it. I never could figure out why, though, you’d want one of those when it was so much heavier than a spare tire.
As a bonus, his car will now go twice as fast — thanks to the differential doubling his remaining wheel’s speed!
He is just showing up the amount of flex his ride has!
I am surprised as most that the board hasn’t broken, yet. They do make actual heavy duty metal carriers that are made for wheeling a car around a shop, but the wheels can rotate 360 degrees, unlike skateboards that can only go forwards and backwards.

if the axle broke and the wheel bearing separated, the disc would stay with the wheel due to the lug nuts.
