That is the hot water heater’s flue (chimney) pipe. It’s hot and contains toxic gases. And the piece going through the wall looks smaller than the flue connected to the heater. Good Luck!
I’m a mason, we fix stuff like this all the time. A small sack of mortar costs under $5 and would be over kill to seal around this pipe and meet codes for that part of it. The towel probably cost more than the real fix. People never fail to make me lose more faith in humanity.
I’m a plumber and I gotta say that’s a pretty dangerous fix. Plus bubbles the chimp could do a better job running those adjacent water lines. I assume this is either Florida or Poland(don’t ask).

CO actually. CO2 is not as life-threatening as CO.
2 problems.
1: The hole in the wall for the flue. Not a terrible problem, but I also think that looks like HVAC ducting, and not proper gas venting.
2: He has PVC for the hot water, which is a no-no.
at least be a little more classy and use like 10000 layers of duct tape
